트럼프여, 문재인을 도와라 - Daniel DePetris

 

 

 

 

미국 좌파와 우파의 뒤바뀐 논리와 주장

 

며칠전 New York Times가 북한이 미국을 기만하고 있다고 대서 특필해서 한국의 우파 골통이 환호하고 문정부를 공격하는 해프닝이 있었다.

 

청와대가 이에 반박하자 이 번에는 매파 우파로 분류되었던 전 주한미대사 지명자였던 "빅터 차"라는 자가 청와대를 반격하였다.   청와대의 반박논리를 반박하면서 청와대가 북한 대변인이냐면서 북한이 미사일 기지를 폐기해야 할 의무가 있다고 유엔안보리 결의안에 근거를 대면서 미국을 기만하고 있다는 것이 맞다고 반박하고 나섰다.

 

유엔 안보결의안은 안보리 결의안이지 북한이 동의한 사실은 아니다.   그러니까 그것이 사실(가동중)이라 해도 북한이 미사일시설을 폐기하기로 동의한 약속을 어긴 것은 아니다.   

 

그게 무슨 반박논리인지 억지인지 그 정도의 식별도 못하는 자가 대사지명자였다니 참으로 한심하다.

 

한 편 Washignton Examiner라는 우파신문에 우파 외교전문가인  Daniel DePetris 가 트럼프를 옹호하는 글을 기고하면서 청와대와 트럼프를 지원하고 나섰다.

 

청와대 말이 맞는다는 것이다.   북한이 언제 미사일 기지를 모두 폐기한다고 동의한 일이 있었던가?

 

As a consequence, Pyongyang’s continued missile work is not a violation of any agreement because no formal agreement was signed in the first place. As South Korea’s Blue House said in reaction to the New York Times story, “[North Korea] has never signed any agreement, any negotiation that makes shutting down missile bases mandatory.”

 

 

북한의 핵은 자기 방어를 위한 최소한의 보장이라는 것이다.   그것을 폐기시키려면 그에 상응하는 양보를 해야 한다는 것이다.  

지금 북한이 취하고 있는 행동은 당연하고 자연스런 것이라는 것이다.   아무 상응조치도 없이 그져 먼저 비핵화를 해야 한다고 주장하는 것은 비논리적이라는 것이다.  이런 협상태도로는 북한이 아니라 독일이나 카나다하고 협상을 한다 해도 그런  양보를 끌어 낼 수 없다는 것이다. 

 

Pyongyang has insisted on a step-by-step negotiating process for exactly this reason; to expect North Korea to get eliminate its nuclear insurance policy before a penny of sanctions relief is offered or an end-of-war declaration is at least discussed with some seriousness is downright illogical. It wouldn’t work with a country like Germany or Canada, let alone a regime as paranoid as Kim’s.

 

그리고 트럼프에 충고하고 있다.   문정부의 남북화해를 방해하지 말라는 것이다. 남북화해를 비핵화와 연결 짓지 말라는 것이다.    궁극적인 비핵화가 가능할지 의심스러워도 그 길만이 유일한 길이라는 것이다.

 

This means assisting South Korean President Moon Jae-in’s rapprochement initiative with his North Korean neighbors instead of making such an effort more difficult to achieve by blocking certain cross-border projects. It’s unwise for Washington to tie inter-Korean reconciliation and less tension on the peninsula with denuclearization, a goal that could very well take decades to achieve — if it can be achieved at all.

 

트럼프 대통령에 마지막 충고는 워싱톤 정가의 외교 정책 엘리트라는 자들의 말에 귀 기울이지 말고 평화정책을 밀고 나가라고 권고한다.    외교정책 전문가들이 지난 수십년 동안 풀지 못한 이 난제를 트럼프가 해결 할 수 있는 절호의 기회라고 충동인디.

 

Rather than attack Trump for not meeting unrealistic timelines, he should ignore the Washington foreign policy elite which has failed to resolve this problem for decades. The president has a terrific opportunity to accelerate peace on his watch, even if nuclear disarmament will have to come later.
